Are there any free lawyers that can help my parents file a case against my sister and brother in law?

They illegaly obtain loan under my parents name wihout the knowledge of my parents.It was done in Washington but the loan was obtained a online prescription month after my parents moved in with me in Maryland.My parents discovered it when they started recieving calls from collection agencies.My parents can’t afford a lawyer please help.
